People pay not fee. Childcare center and providers are licensed and accept 1 yr olds from 9-3 pm. They go to the Zoo, Parks and learn about dressing themselves and manners. It’s a National program costing parents nothing except $75 a month for special treats. Oh, class size can’t exceed 20 children. There is no burden on women, they get a years paid leave for maternity!
