Finland and Sweden want to join NATO and the EU pledges to rebuild infrastructure in Ukraine. Time is not on Zelensky’s side. The provinces must be liberated. What weapons and strategy is required for a negotiated cease fire and withdrawal? Oleg Timkov, the billionaire banker, has just resigned his Russian citizenship. His bank has 53 million customers. Ukraine’s president, Volodymyr Zelenskiy, has posted to Telegram a video clip that purports to show scenes of destruction after an overnight Russian missile attack. He has accompanied it with the message:
